The Toledo Waterways Initiative Phase 2 Implementation is a construction program started in 2008 and scheduled to be completed by 2020. L. D'Agostini & Sons (GC) received the contract to build the Toledo Waterways Initiative Oakdale CSO project.

Construction ran into what was the worst winter on record for Toledo which posed some concrete placement concerns. In order to stay on the tight schedule, L. D'Agostini & Sons had to place concrete in cold temperatures and take every measure possible to keep the concrete deck from freezing.

Due to these efforts there were some irregularities in the surface which posed additional concerns when placing Mel-Rol, which requires a flat surface for proper installation. A job meeting was arranged with the contractor, City of Toledo and architect/engineering to discuss these concerns.

The Chas. E. Phipps Company and our manufacturer's representative SpecCrete recommended that L. D'Agostini & Sons clean the concrete surface, remove any irregularities, and install a new product that was introduced, Hydralastic 836.

The introduction of Hydralastic 836 saved L. D'Agostini & Sons countless man hours of grinding and resurfacing, using an approved patching material in order to continue placing the Mel-Rol.

The project was a success and L. D'Agostini & Sons were able to complete the waterproofing of the top deck and backfill.
